BIC Rejects Subcontracting Offer, "We gave the proposal serious consideration and comprehensive analysis but found that it is not cost effective in today's marketplace," says Nicolas Paillot, general manager. "Like many other industries and sectors today, the promotional products industry is facing unprecedented challenges and we must take these difficult steps to consolidate operations and reduce costs." BIC Graphic USA announced on May 5 it would close the Atchison facility, which will result in 88 layoffs. All affected full-time employees will receive separation packages. CPSC Denies Request For Tracking Label Stay Of Enforcement Nancy Nord, acting chairperson of the Consumer Product Safety Commission, voted last week to approve the request while CPSC Commissioner Thomas Moore voted to deny it. The 1-1 vote is effectively a denial of the request and the tracking label requirement becomes effective August 14. The request focuses on tracking label requirements laid out in Section 103 of the Consumer Product Safety Improvement Act (CPSIA). Proponents of the stay of enforcement say there is general confusion over the meaning of the provisions, according to a statement Nord submitted with her vote. Additionally, proponents say, "one size does not fit all" when it comes to producing tracking labels for individual products. Moore also submitted a statement with his vote, in which he explains that the statute is nonspecific about label sizes and placement because the authors knew a "one size fits all" approach would not be appropriate. The National Association of Manufacturers (NAM), which along with PPAI brought the petition to the CPSC, says on its website that the vote against the stay will only result in confusion and uncertainty. ppai LAW
Oregon Bill Could Negatively Affect Promotional Products Sales State Rep. Carolyn Tomei, D-Milwaukie District 41, has introduced a bill that would require pharmaceutical companies to make annual disclosures outlining any payment or transfers of value to physicians and healthcare providers. The threshold for reporting requirements is set at $100 over the course of the year. Promotional products are included in this language. PPAI submitted proposed language that would have excluded promotional products at a value of $25 or less, but the language was not added to the bill. PPAI opposes H. 2376 because, based on the current language, if every item must be reported regardless of value, many companies may likely choose to give nothing of value rather than report each item. The Association encourages members in Oregon to contact their respective lawmakers to share their thoughts on the bill. PPAI has provided a form letter to mail, fax or e-mail. Bodek And Rhodes' Booth Themes Touted In Tradeshow Publication Gene Geiger, of Lewiston, Maine-based distributor Geiger (UPIC: geiger) participated in the round table and told Snowe and others that he has been frustrated by federal legislation being filed based on "knee-jerk" reactions to political pressure--specifically product safety legislation. "If I am selling an order of pens to the Montello school, it can't be done because the pen has lead in it; if I sell it to the [Parent-Teacher Organization], it's to adults, so it's okay," he said at the meeting. "It's all well-intentioned, but it's a knee-jerk reaction. No one has died from eating the end of a ballpoint pen." Snowe told attendees she would relay the local concerns to Karen Gordon Mills, the newly appointed SBA administrator.
